Bert founded Rising Tide Consultants (RTC) in July 1989 after serving the British Columbia Government for 11 years in Victoria. He relocated Rising Tide Consultants to Vancouver in 2008 to be more accessible to his clients throughout BC. Bert continues to travel throughout Vancouver, the lower mainland and across BC to provide professional expertise and consulting services on how to get a liquor license in BC. Bert also has expert knowledge in the hospitality, sports, real estate, resort development, special event/occasion and food service industries.
Bert has held several key positions throughout his career in BC, including government positions such as Intergovernmental Relations Secretariat, Executive Director of the Cabinet Secretariat, Secretary to Cabinet under Premier William Bennett and General Manager of the BC Liquor Control Board.
Born and raised in rural Ontario, Bert completed his undergraduate studies at Carlton University, graduating with an Honors Degree in Public Administration in 1976. He came west to Victoria for graduate studies at the University of Victoria and during that time he was recruited by Premier Bill Bennett’s office in the Intergovernmental Relations Secretariat for the position of Secretary to the Cabinet Committee on Economic Development and an Intergovernmental Relations Officer for the Province of BC. Bert was in this position through 1983 when he was appointed Secretary to Cabinet under Premier Bennett and held that position throughout the balance of that premiership and into the transition to Premier Vander Zalm.
Bert then became the General Manager of the BC Liquor Control and Licensing Branch in 1987. He coordinated the Liquor Policy Review for government at that time and in 1988 Bert left government service and founded Rising Tide Consultants, a full-service liquor licensing practice and is highly sought after for consulting to the liquor and hospitality industry today.
For over 25 years Bert and Rising Tide Consultants has built an impressive roster of clients and many long-term relationships in government, business, civic affairs while also supporting numerous community organizations such as the Vancouver Aquarium, Vancouver Art Gallery, Arts Umbrella, and Mel Zajac Ranch.
