Bert Hick - President
Bert Hick founded Rising Tide Consultants Ltd. after serving 11 years with the British Columbia Government. Throughout Bert’s career with government, he held several key positions including the Intergovernmental Relations Secretariat, Executive Director of the Cabinet Secretariat, Secretary to Cabinet under Premier William Bennett and General Manager of the BC Liquor Control and Licensing Branch. Bert believes in giving back to the community and is an active member of the Board of Directors with several not-for-profit groups in BC.
With over 25 years of liquor licensing experience, Bert is widely respected throughout British Columbia’s hospitality industry and at all levels of local and provincial government. Bert completed his graduate studies at the University of Victoria. Book Bert for a speaking engagement.
Rebecca Hardin - Vice President
Rebecca brings over 15 years of experience as a Canada wide liquor licensing consultant. She has management and operations experience of multi-unit liquor stores, liquor primary and food primary licensed establishments, private members clubs and stadiums. She has been the sales coordinator for the sale of pubs, restaurants and licensee retail liquor stores. Rebecca has extensive experience in opening liquor retail stores, analyzing business strategies, product selection and maximizing the return on investment for these stores. She’s very much involved in implementing retail strategies for stores to generate maximum profits. This includes hiring, training, coaching and guiding store leaders and their teams. She has generated policy and procedures manuals for the operations of licensed establishments, especially around the sensitive issue of selling liquor in British Columbia.
Rebecca has also owned several licensed establishments, won awards for operational excellence, best customer service and achieved the highest percentage of sales increased within the region.
Susan Mander - Liquor Licensing Specialist
Susan brings an extensive administrative and legal background to Rising Tide Consultants while adding international appeal. Her roots lie on Australia’s Gold Coast while her work experience covers three continents.
Susan’s legal background includes a management position at the Law Society of England and Wales and working as a legal secretary for the highly acclaimed Sydney, Australia office of Baker & McKenzie – the largest law firm in the world. In Vancouver, Susan has held positions in the BC Provincial Government as a Disposition Coordinator with the Ministry of the Attorney General, the BC Legal Services Society and has worked in several large downtown corporate law firms.
Susan has a thorough understanding of the legal procedures of BC liquor licensing and an in-depth knowledge of the application process. She has extensive experience working with all levels of government relating to liquor licensing. Susan joined the Rising Tide Consultants team in January 2007.
Edna Lizotte - Liquor Licensing Specialist
Edna Lizotte has over thirty years of experience in Office Management, Administration and Accounting. She brings an elevated level of customer service and a dedication to always going the extra mile that is a significant contribution to the team at Rising Tide Consultants.
Having advanced training in computer programs, Edna is diligent and expedient in all aspects of recording and document processing. Her thorough communication style ensures her clients have a complete understanding of their licensing challenges and how she can navigate those issues for the betterment of their business.
